New GFA Standing Committee chairpersons appointed for four-year term

[February 7, 2024 – Harmon, Guam] Guam Football Association President Valentino San Gil recently appointed each member of the Executive Committee as chairpersons for GFA’s nine standing committees for the next four years in line with the GFA Statutes following the expiry of previous terms.

“With these new appointments, we look forward to continuing collaborative efforts to raise the level of Guam football development,” said Joe Cepeda, GFA General Secretary. “Each chairperson is responsible to oversee matters directly related to Guam’s success in the sport through decisions made via each respective committee. I applaud their dedication and service to the sport in Guam, as each position is on a voluntary, non-paid basis.”

GFA’s nine standing committees are the Finance and Risk Committee, Competition Committee, Technical and Development Committee, Referees Committee, Women’s Football Committee, the Grassroots and Social Responsibility Committee, the Futsal and Beach Committee, the Marketing and Commercialization Committee, and the Medical and High Performance Committee. Both the Marketing and Commercialization Committee and Medical and High Performance Committee were recently added as standing committees after the 2021 edition of the GFA Statutes was adopted. The standing committees and each committee’s objectives and requirements are listed in the Chapter 4 and Section E of the GFA Statutes.

Each chairperson is responsible for assembling their respective committee’s deputy chairperson and members.

Finance and Risk Committee

  • Chairperson: GFA Vice President George Lai
  • The Finance and Risk Committee shall monitor the financial management and advise the Executive Committee on financial management and asset management. It shall analyze the budget of GFA and the financial statements.
  • It shall consist of a chairperson, a deputy chairperson, and five (5) members. Two (2) of the five (5) members must be independent and have no affiliation with GFA or clubs. Persons appointed to this committee may, but need not, reside in the geographic territory of GFA, and may include persons who are members of other National Associations in the East Asian Football Federation or the United States Soccer Federation provided that they have some historic connection to GFA.

Competition Committee

  • Chairperson: GFA Executive Committee Member Duane Pahl
  • The Competition Committee shall organize the competitions of Association football, futsal, and beach soccer at any level (includes Men’s, Women’s, Youth, and Interscholastic as well as special events) within GFA in compliance with the provisions of these Statutes and the regulations applicable to GFA’s competitions.
  • It shall consist of a chairperson, a deputy chairperson and five (5) members. Co-opt members may join to support this committee but do not have a voting right.

Technical and Development Committee

  • Chairperson: GFA Executive Committee Member Craig Wade
  • The Technical and Development Committee shall primarily analyze the basic aspects of football training and technical development in football. It shall also be in charge of GFA’s development programs, devising and proposing appropriate strategies, checking these strategies and analyzing the support and programs provided to the Members of GFA and providing advice to the Executive Committee on development matters in general.
  • It shall consist of a chairperson, a deputy chairperson, and three (3) members. Co-opt members may join to support this committee but do not have a voting right.

Referees Committee

  • Chairperson: GFA President Valentino San Gil
  • The Referees Committee shall implement the Laws of the Game. It shall appoint the referees for matches in competitions organized by GFA, organize refereeing matters within GFA in collaboration with the administration of GFA and monitor the education and training of referees.
  • It shall consist of a chairperson, a deputy chairperson, and three (3) members. Co-opt members may join to support this committee but do not have a voting right.

Women’s Football Committee

  • Chairperson: GFA Executive Committee Member Kelley Barnhart
  • The Women’s Football Committee shall deal with all matters related to women’s football in accordance with the Statutes and all relevant regulations.
  • It shall consist of a chairperson, a deputy chairperson, and three (3) members. Co-opt members may join to support this committee but do not have a voting right.

Grassroots and Social Responsibility Committee

  • Chairperson: GFA Executive Committee Member Gian Tenorio
  • The Grassroots and Social Responsibility Committee shall create the foundation of football and social responsibility with primary purpose is to increase the level of interest and participation among the players, coaches, volunteers, and organizers, as well as stakeholders.
  • It shall consist of a chairperson, a deputy chairperson, and five (5) members. Co-opt members may join to support this committee but do not have a voting right.

Futsal and Beach Soccer Committee

  • Chairperson: GFA Executive Committee Member Fred Alig II
  • The Futsal and Beach Committee shall set up and monitor compliance with development and delivery of futsal and beach competitions, player pathways, coach education, and referee education.
  • It shall consist of a chairperson, a deputy chairperson, and three (3) members. Co-opt members may join to support this committee but do not have a voting right.

Marketing and Commercialization Committee

  • Chairperson: GFA Vice President Tina Esteves
  • The Marketing and Commercialization Committee shall primarily advise GFA’s General Secretary, President, Executive Director and Executive Committee and assist on marketing strategies and policies.  It shall also be involved in discussing marketing matters related to the general marketing strategy for domestic and international competitions, and making recommendations. GFA’s General Secretary may appoint GFA’s Legal Counsel to act as an ad hoc advisory participant to the Marketing and Commercialization Committee.
  • It shall consist of a chairperson, a deputy chairperson and three (3) members.  Co-opt members may join to support this committee but do not have a voting right.

Medical and High Performance Commmittee

  • Chairperson: Peter Toves
  • The Medical and High Performance Committee shall analyze the basic aspects of football training and competition from the medical and performance point of view.  It shall make recommendations to the Executive Committee of GFA for promoting safe play and reducing injuries in football players of all ages. The medical experts may provide coaches, players, parents, and referees with information, guidance and additional education materials to improve the prevention and management of injuries as may be authorized by the GFA Executive Committee.
  • The Committee shall consist of at least three (3) and not more than five (5) members.  At least one committee member must consist of a licensed physician.
